Cambodia, Lao PDR, Thailand, and Vietnam

With UN-Habitat for the Lower Mekong Initiative (LMI).


The complex ecosystem of the Mekong River owes much of its biodiversity to the variation in wetlands that it seasonally inundates. The Lower Mekong Basin (LMB) in particular traverses Cambodia, Lao PDR, Thailand, and Vietnam, supporting the livelihoods of an estimated 60 million people. However, given the increasingly unpredictable effects of climate change such as rising water levels, salination, and temperatures, addressing the urban challenges of this climate vulnerable region is increasingly urgent.  

The purpose of the Lower Mekong Urban Resiliency Project is to advance existing urban resiliency efforts in the LMB. The project intends to establish a platform for national and subnational governments, NGOs, professionals, scholars, and the general public to exchange practical solutions for climate resilient urban development of the LMB. Under its mandate to promote socially and environmentally sustainable towns and cities, UN-Habitat Vietnam team aims to use its expertise to aid the most vulnerable communities in the LMB.

The project intends to build capacity for implementing climate resilient urban development in the LMB through the following outcomes: (1) increase understanding of the ecological dynamics of natural phenomena among stakeholders; (2) synthesize practical knowledge of climate resilient urban development; and (3) improve coordination and cooperation among stakeholders for the implementation of climate resilient urban development. The project has two proposed outputs: (1) the Lower Mekong Urban Resiliency Forum (LMURF), an inclusive, annual technical conference for exchanging best practices, good policies, and lessons learned in areas such as infrastructure, housing, and transport for low-income communities of the LMB; and (2) a conference proceedings book.

Tiffany developed the capacity building project and wrote a concept note and logic framework to apply for donor funding.
